domestic hot water SYSTEM REPLACEMENT AT THE BRADFORD HIGH RISE APARTMENTS
A non-mandatory pre-bid conference will be held on Tuesday, January 17, 2023, at 10:00 AM prevailing time, at the Bradford High Rise, 2 Bushnell Street, Bradford, PA 16701.

All bids shall conform to the Contract Documents prepared by EADS Architects, Inc., 450 Aberdeen Drive, Somerset, PA 15501 and dated January 2023.  Contractors may obtain same from the Architect Monday through Friday between the hours of 8:00 AM and 5:00 PM.  Electronic plans and specifications may be obtained by calling or visiting the Office of eads architects, inc., 450 Aberdeen Drive, Somerset, PA 15501. A deposit of forty dollars which includes PA State Sales Tax ($40.00) is required for each set of bidding documents (one set per bidder).  Deposits are non-refundable.  To access the documents, the bidder must have a valid email address and will require an internet connection. You are hereby invited to submit information concerning your professional services and qualifications to perform work as presented in this Request for Qualifications (RFQ).

The McKean County Housing Authority (MCHA), McKean County Redevelopment Authority (MCRA) and A Partnership in Housing, Inc. (APIH), are seeking qualifications from architectural and/or engineering providers for services found to be necessary for the above three agencies.  These services may include consultation, planning, project development, permitting, environmental services, project design, construction services, etc.
Each agency is seeking a 3-year contract with an option to extend on an annual basis for a total contract period not to exceed 5 years.

The Architect/Engineer selected through qualifications-based selection (QBS), a form of competitive proposals procurement, must be experienced with undertaking a variety of different types of construction projects, and be familiar and experienced with federal, state and local requirements, including ADA and UFAS requirements, UCC requirements, PennDOT & DEP requirements, M/WBE, Federal & State Wage Rates, bidding and procurement regulations, permitting, environmental requirements, etc. 

The firm receiving the highest ranking will be asked to submit a proposed fee schedule with a detailed breakdown in, mileage rates, direct labor costs and overhead costs.

The McKean County Housing Authority (MCHA) is seeking statements of qualifications from qualified and experienced consultants and other professionals and firms to oversee/assist the potential Rental Assistance Demonstration (RAD) conversion and redevelopment/revitalization of the housing authority’s Low Income Public Housing developments.   The MCHA plans to partner with a qualified RAD/Development Consultant to oversee the RAD conversion process to rehabilitate, relocate or build new, and/or demolish public housing units using a variety of funding sources and financial arrangements.

RFQs may be obtained at our offices located at 415 West Main Street, Smethport, Pennsylvania 16749 during normal business hours.

The MCHA encourages qualifications from Minority and Women Business Enterprises and Section 3 firms.  It is the policy of the MCHA to encourage Minority and Women Business Enterprises as well as Section 3 firm participation in this program by contractors, subcontractors, and suppliers, and all respondents are expected to cooperate in implementing this policy.  The MCHA reserves the right to waive any or all informalities, and to reject any or all qualifications, or any qualifications that is incomplete, conditional, obscure, or which contains irregularities of any kind, or any or all qualifications not deemed to be in the best interest of the MCHA. 

All RFQs must be received no later than 3:30 p.m. EST, Monday February 03, 2020.

Sealed Bids For:
Roofing, Siding & Window Replacement McKean County Housing Authority Various Locations, Pennsylvania
Sealed bids will be received at McKean County Housing Authority offices located at 415 W. Main Street, P.O. Box 3366, Smethport, PA 16749 on Thursday, February 6, 2020 at 11:00 a.m. for General Construction, a public bid opening will be conducted by the Owner immediately thereafter.
A pre-bid meeting will be held on Tuesday, January 14, 2020 at 10:00 a.m. at Central Towers 130 Greeves St., Kane, PA 16735. Bidders are strongly encouraged to attend.

Prime Contractors may obtain Bid Documents from the Architect, 1723 Liberty Street, Warren, PA 16365 for a nonrefundable deposit of $50.00 per electronic set of Drawings and Specifications. Checks are to be made payable to Inscale Architects.

The minimum wage rates to be paid to laborers and mechanics engaged in the construction of this project shall be the residential rates established by the Davis Bacon Act Wage Determinations. HUD requirements related to minority, women and low-income hiring shall apply.
All bids must be submitted with a bid bond or certified check in the amount of 10% (ten percent) of the total bid amount. A principal of the Company must execute all bidding documents. A performance bond and material and payment bond equal to 100% of the contract bid amount will be required to be delivered at the time the contract is submitted to the Owner for execution. No bids may be withdrawn within 45 days of bid opening without the consent of McKean County Housing Authority.

The McKean County Housing Authority reserves the right to waive any inconsistencies and to reject any or all bids, and any part of a bid.
