This Notice shall satisfy one (1) procedural requirement for activities to be undertaken by the County of McKean.

Request for Release of Funds

On or about June 15, 2024 the County of McKean will submit a request to the Pennsylvania Department of Community and Economic Development (DCED) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the following project:

Project Title:  Historical Society Old Jail Museum ADA Improvements

Purpose:  This funding will provide ADA Accessibility for the public restroom. It will also provide access to the 2nd floor of the museum which currently has only stairs.   

Location:  502 W. King Street, Smethport, PA 16749.

Estimated Cost: $60,000

Finding of No Significant Impact

The County of McKean has determined that the listed project will have no significant impact on the environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the Redevelopment Authority of McKean County, 415 West Main Street, Smethport, PA 16749.

Public Comments

Any individual, group, or agency may submit written comments on the ERR to Betsy Eobstel,  Community Development Coordinator, Redevelopment Authority of McKean County, 415 W. Main Street, Smethport, PA 16749.  All comments received on or before June 14, 2024, will be considered by the County of McKean prior to authorizing submission of a request to release of funds.  Commentators should specify which part of this notice they are addressing.

Environmental Certification

The County of McKean certifies to DCED that Thomas Kreiner, in his capacity as Chair of the McKean County Board of Commissioners, consents to accept the jurisdiction to the Federal Courts if an action is brought to enforce responsibilities in relation the environmental review process and that these responsibilities have been satisfied.  DCED’s approval of the certification satisfies its responsibilities under NEAP and related laws and authorities, and allows the County to use program funds.

                                            Objections to Release of Funds       

DCED will consider objections to its release of funds and the County of McKean’s certification for a period of 15 days following the anticipated submission date or it’s actual receipt of the request (whichever is later) only if it is on one of the following basis:  (a) the certification was not executed by the Certifying Officer of the County of McKean; (b) The County of McKean has omitted a step and failed to make a decision or finding required by HUD regulations at 24CFR Part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by DCED; or (d) another Federal Agency, acting pursuant to 40CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the stand point of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76), and shall be addressed to the PA Department of Community and Economic Development at: chrhowe@pa.gov   Potential objectors should contact the DCED to verify the actual last day of the objection period.
